Solution:

Matrix Rates and Table Rates do not integrate with Shopping Cart Rules in a way that lets you exclude items from shipping quotes based upon their SKU or other attributes. The third party rates can exclude items from the quote, but these two methods can't by means of a shopping cart rule. This can be accomplished, however, with an extension that is available through the extras store.
