This article will explain how to New and Specials filters within your layered navigation.

Solution:

You can also enable the new and on sale attributes in the layered navigation to allow filtering. In the NRO admin panel, go to System > Configuration > Catalog Section > Catalog tab > Layered Navigation panel > Specials Filter Enabled and New Filter Enabled.

You can also change the label that displays in the layered navigation. Once enabled, a field for each will display where you can edit the label.
